HANSA recently audited through ESIMS

During the second week of December (6-10/12) 2010, HANSA was scheduled for a full audit under the ESARR Implementation Monitoring and Support (ESIMS) Programme, thus bringing a very active and busy in every aspect year to a culminating close.
The visiting audit team from EUROCONTROL took note of HANSA's activities for compliance in areas such as:
  • Legislative and institutional arrangements
  • Safety regulatory framework for ATM (policy and principles, procedures for rulemaking and safety oversight, resources and, staff competency)
  • ATM safety regulations in existence and the level of compliance with international and European safety standards (mainly ESARRs)
The ESIMS audit team was rather impressed by the overall progress made during the short time period since HANSA's inception one and half year ago.
We shall all be waiting for the final results soon.

Update on Greek ATS Provider participation in FLAD

We have just received the final report and results following the participation of the Greek ATS Provider in the EUROCONTROL Flight Level Adherence Days trial. You can find it attached herewith or -alternatively- from our HANSA Scribd library.

Here is a snippet from FLAD site:
"The initial feedback indicates that the Adherence Days took place without any major operational difficulties. Some ATCOs and pilots reported extra workload, of which some was expected already due to extra efforts to record the results, e.g. retrieving the RFL from the ATC system..."

Flight Level Adherence Days...UPDATE!

The Greek ATS Provider's focal point for FL Adherence Days with EUROCONTROL, has notified that,

"...considering the significant risk of wide-spread industrial actions in the public sector across Europe on 29 September, and its likely impact on the aviation community, EUROCONTROL has decided to change the dates of the Flight Level Adherence Days trial from 29-30 September to 30 September - 1 October 2010.

This approach has been adopted to avoid distracting air traffic operations from managing solutions on what could be a difficult day. Furthermore the data necessary to validate the trial may be distorted by measures and operational actions required to minimise the impact. ANSPs are requested to update their NOTAM accordingly. EUROCONTROL will take all necessary actions to inform all involved by all means possible.
The adherence trial procedures promulgated remain unchanged."

ATCOs participating in the trial please find attached herewith the relevant presentation (in Greek) from the briefing:

Greek ATSP participates in European Flight Level Adherence Days

Across Europe, from 29 September 2010 00:00 UTC until 30 September 2010 23:59 UTC, a pan-European experiment will take place under coordination from EUROCONTROL, appropriately called "Flight Level Adherence Days".
During these days ATC and pilots should adhere to the planned cruising level for any portion of the route to be flown, as filed in item 15 of the ICAO flight plan. Pilots and ATC should not request/allocate an alternative level except in the event of an emergency, weather avoidance or to achieve separation.
The Greek Air Traffic Service Provider is conducting a series of briefings and seminars to all ATCOs involved, in order to prepare them for this event and has accordingly issued a relevant NOTAM (appended here)

European Medium-Term ATM Network Operations Performance Plan Assessment

The European Medium-Term ATM Network Operations Performance Plan Assessment consolidates all local capacity plans into one single document and provides an outlook of the expected network performance for the period 2011-2014 with increased focus on 2011/12.

This (Eurocontrol) document has been developed in the context of the European ATM network operations, planning and management. The intent is to provide a medium-term outlook of capacity performance at network level and of capacity enhancement measures planned for each ACC, as well as a description of the airport capacity assessment and enhancement work in progress at the most constraining airports.
The Plan identifies potential bottlenecks and gives early indications to States and ANSPs on the need to plan for additional resources, on network interactions and on the need to implement improvements at network level...(and it's the closest you can get to an ATM crystal ball!)
